Bumpy road for Hammerschmidt enforcement (access required)

At the beginning of the legislative session, Rep. Don Calloway (pictured), D-St. Louis County, offered a bill naming a portion of St. Louis-area Interstate 64 after late St. Louis Cardinals broadcaster Jack Buck. After fits and starts, the measure eventually found a home in a bill aimed at altering judiciary regulations. But the renaming is in conflict with a constitutional prohibition against legislation with multiple subjects. A provision within the Missouri Constitution states that “no bill shall contain more than one subject which shall be clearly expressed in its title.”
