Where the disciplinary hearing panel issued a protective order to close all proceedings in an attorney disciplinary case, the Missouri Supreme Court construes Rule 5.31 in a case of first impression to require the proceedings to be made public with the protective order narrowly crafted to prohibit the disclosure of confidential information and records.

Writ is permanent.
