Appeals court rules on ‘unwritten rules’

Agency should not have dismissed unemployment compensation appeal over cellphone use

An agency’s “unwritten policies” discouraging cellphone use for telephone hearings and penalizing a claimant for failing to “immediately” redial a dropped call required reversal of the claimant’s dismissed appeal, according to the Missouri Court of Appeals.
