Municipal : Light Rail Ordinance –  Standing – Sovereign Immunity

Where appellant challenged the dismissal of his action alleging malfeasance relating to the advancement of a light rail initiative petition against a city attorney, the judgment is affirmed because the appellant lacked standing to individually sue the city attorney in his official capacity.

Judgment is affirmed.
