Municipal :  Attorney’s Fees –  Municipal Liability – Failure To State Claim

Where plaintiff challenged the denial of his motion for attorney’s fees and costs in an ordinance violation case, the judgment is affirmed because the district court properly found that there was no municipal liability under Section 1983 since the municipal court’s ruling does not constitute a final municipal policy decision.

Judgment is affirmed.
