Defendants appealed the trial court’s judgment that reversed the St. Louis Preservation Board’s decision that denied plaintiff’s request for a permit for a roofing variance from a historic district roofing standard. The trial court concluded that the board’s decision was unsupported by the evidence or contrary to the overwhelming weight of the evidence.

Where the trial court correctly determined that the board’s decision was not supported by competent and substantial evidence, the court affirmed the reversal of the denial and upheld the trial court’s decision to consider evidence of the board’s procedural irregularities.

Judgment is affirmed.
