Loft dreams to delinquency

Pre-recession, plans for three downtown buildings included a pool, fitness center and loft apartments. If the plans had come to fruition, the buildings' owners could have expanded St. Louis City's coffers with the payment of taxes on property with elevated values. Beach named circuit judge
