State expands use of alcohol- monitoring bracelets

Hundreds of alcohol-related offenders in Missouri have had the chance to strap on an alcohol-monitoring ankle bracelet and avoid jail time. But as the state considers expanding its use, lawyers are questioning the device’s accuracy and its accessibility for the poor. The ankle bracelets continuously monitor offenders’ blood alcohol levels by taking readings of their skin perspiration. On a case-by-case basis, prosecutors and probation officers across the state have recommended the devices as a condition of probation or bond for the past few years.

Discord of appeals

The Missouri Court of Appeals wasn't established as three separate courts. The state constitution says that it is supposed to be one court with three geographic regions. But now, some attorneys, including Ron Ribaudo, are saying appeals judges should be required to respect precedent from the other districts or automatically see the split appealed to the state Supreme Court. But others, including Chief Justice Laura Denvir Stith, say the current system is the best option; no change is necessary.
