A past president of the Missouri Organization of Defense Lawyers, he frequently testifies in state legislative hearings on bills that would tighten Missouri’s tort laws. This year alone, he’s testified on issues ranging from Missouri’s collateral source rule — which permits plaintiffs to claim only the amount they actually paid for medical care rather than the full amount they were billed — to the ongoing effort to pass liability protections for businesses and health care providers during the pandemic.
Frese also is a member of the American Bar Association, the Federation of Defense and Corporate Counsel, the Society of Chartered Property and Casualty Underwriters, and the Defense Research Institute.
Prior to joining Healthcare Services Group in 2011, he was a shareholder with Carson & Coil and served as outside general counsel for the group and its affiliated companies, including the Missouri Hospital Plan and Medical Liability Alliance. He earned his law degree in 1987 from the University of Missouri.
