Where a natural gas distribution company challenged the dismissal of its petition against a county commission in a dispute over , the judgment of dismissal is reversed because the trial court erred in finding that the company failed to exhaust administrative remedies since it was not required to do so by Section 536.150 and the company’s payments under protest did not deprive the commission of authority.

Judgment is reversed and remanded.
