Sally Barker has helped to change the nature of public-sector union negotiations in Missouri.

In 2007, she (with fellow POWER List honoree Loretta Haggard) won a case in the Missouri Supreme Court that threw out a decades-old precedent that said public employees didn’t fall under the Missouri Constitution’s protections for collective bargaining. The court now says the constitution makes no distinction between public and private employees.

In 2021, Barker was back before the high court to win a ruling that struck down a bill that put sweeping regulations on public-sector unions but exempted police, firefighters and other public-safety unions. The court said that was a violation of equal protection.
