Jim Layton served over 22 years in the Missouri Attorney General’s Office under two attorneys general. Notable in his private practice was representing Kansas City Mayor Quinton Lucas before the Supreme Court. He mounted a successful effort to overturn a 2022 vote to amend the Missouri Constitution to increase the minimum percentage of budget the city must spend on its police department, arguing that the summary on the ballot was misleading. 

The measure was placed on the ballot again in 2024 and ultimately passed. 

Layton earned his law degree in 1982 from Brigham Young University.
