Frank Caro has been representing clients in the electric, gas, and telecommunications industries for over three decades. They range from developers to end-use consumers. He also acts as general regulatory counsel to municipal utilities, electric cooperatives and renewable energy developers.
He is a founding board member of Sun Partners International, a non-profit entity providing solar power facilities to aid health, educational and water resources to Third World countries.
One of his most recent acts involved the acquisition and regulatory approvals and the development of a 780-mile 600, kV electric transmission line extending from Southwest Kansas into Indiana.
