Where patients at a treatment center for sex offenders sought to enjoin the use of video cameras in the restrooms at the center, the district court finds there are less intrusive means to prevent illicit activities by patients, and the plaintiffs showed the requisite probability of success on their Fourth Amendment claim and the court did not clearly err  in finding that the plaintiffs established a threat of irreparable harm and that their interests in this case outweighed injuries that the injunction would inflict on other parties, so the court did not abuse its discretion in granting a preliminary injunction.

Judgment is affirmed.
