Incoming Attorney General builds office team

Josh Divine and Ray Wagner are joining incoming Attorney General Andrew Bailey as his senior staff.

Divine will be the solicitor general. The office is retaining current Solicitor General John Sauer as deputy attorney general for special litigation.

Divine currently serves as Sen. Josh Hawley’s chief counsel in D.C. He was deputy solicitor general in the AGO from 2017 to 2019.

Divine earned his law degree from Yale Law School in 2016.

Wagner will be senior advisor and chief counselor, advising the office on policy and legal issues. He most recently worked as the senior vice president of global government and public affairs for Enterprise Holdings. Before joining Enterprise in 1995 to establish its global government affairs department, he had held various leadership positions in Missouri state and local government, including director and general counsel of the Missouri Department of Revenue, chief legal counsel for Missouri Gov. John Ashcroft, and special assistant attorney general for tax cases before the Missouri Supreme Court. He also served as director of the Illinois Department of Revenue.

Wagner earned his law degree from the University of Missouri-Kansas City in 1985 and an LL.M. in taxation from Washington University in 1993.
